The paper discusses the roles of public employment services (PES) on the labor market in Europe considering modern challenges which impose the need of raising quality and effectiveness of work. Being employers by themselves, public employment services require the application of new approaches and instruments in managementregarding human resources. Current study is focused on development of training programs and competences in PES presenting the results froman investigation in Bulgarian employment agency. The identification of main competences and their definition is followed by elaboration ofdifferent types of training programs oriented to motivation and career development. Recommendations are given regarding the way of change and optimization of work targeted to increase in effectiveness of functioning and impact on the labor market<\div>

In modern world the significance and the understanding of different kinds of social policy and key actors are of extreme importance in development of strategic and program documents. The role and contribution of local authorities to social policy implementation is examined through the example of Bulgaria. The analyses of some good practices lead to valuable recommendations regarding provision of quality services on the municipal level in line with the national andEuropean priorities in social policy. Capacity building and management in municipal administrations are discussed as key factors along with thenecessity of establishment of a coordination mechanism on regional and national level.<\div>
