This article is an attempt to analyze and summarize the main factors of Russia’s low competitiveness as an international medical tourism destination with a focus on some recent developments. Among the most critical factors emphasized the following: the deficiency in international reputation, insufficient promotion and information about medical and health facilities, infrastructural problems, the lack of government support and strategy, poor international credentials of Russian doctors and the absence of international accreditation of medical institutions, growing competition in the sector with new emerging reputable players and weakening interest in the Russian medical system on the part of neighboring countries.

The rising importance and scope of cultural tourism in Russia is due to two main factors. First, the increased demand for cultural tourism is directly related to global internationalization processes, covering all aspects of society and, as a consequence, culture tourism goes beyond the limits of its historical and value components, where in addition to excursion services consumers aim to get a whole range of associated services. Second, the increased interest in cultural tourism can be attributed to the presence of enormous tourist resources in Russia. This study, based on secondary and primary data, aims to identify the problems and prospects cultural tourism in Russia, specifically in creating productive human capital in the industry, with major deficiencies in that field highlighted and solutions proposed.

Autotourism is one of the most economically efficient and rational investments in the development of the tourist industry. Development of autotourism in Russia can drastically change the situation with the growth rates of the domestic and outbound tourism in the country; increase the range of services rendered by the tourist industry; and result in the increase of employment in the tourist industry. In order to develop regulated autotourism, it is necessary to determine the optimal routes for autotourists when visiting tourist sites taking into account the necessity to abide by rules and restrictions. The article suggests a mathematical model of optimization of parameters of transport routes for autotourists. Minimization of expenses for traveling combined with maximum positive impression of the leisure is taken as the target function of the optimization of an autotourist''s route.

۵The State Information Policy as a Condition for the Formation of Social Competences of the Students (Case–Study: Higher Schools of Tourism)

The paper describes the results of the research concerning the role and the importance of media space in the process of professional staff formation; the uncontrolled and often destructive influence of the media, mainly the influence of the Internet on the formation of personal qualities of the youth, especially on the development an appropriate set of values and adequate social competences of future professionals in the sphere of tourism [1]. The article stressed the need for the appropriate government agencies to initiate and implement a professional Internet content inspection. A special emphasis falls on the need for a more thorough inspection of the contents of media publications concerning the facts related to the history of Russia, as well as the development of strategic problems of modern Russian society. The analysis of the media content publications, the views of the students and the graduates of schools of tourism, as well as the teacher–experts reveals the necessity to create a special public information policy; the researchers offer a model of information policy implementation in order to create social competences of the students of tourism schools [2].

Moscow regional education cluster in tourism and services is a diverse and sophisticated education and training system. Nevertheless, a number of deficiencies threaten its sustainable development and long–term performance. The priorities, which need to be accentuated in a new paradigm, are creativity, critical thinking, more meaningful learning, practical orientation, differentiation of programs and closer links with respective industries. The current stage of accelerated development in professional standards presents challenges in terms of adaptive capacities of human resources and lagging responses of the education system become a major issue. To address this problem a systemic approach is needed with a focus on sustainability in education, by which is meant an education system’s ability to foresee future demands for competencies and ensure a high degree of adaptation, flexibility, relevance and diversity in its programs. Moscow regional education cluster has a multilevel and branched structure, but a new paradigm with sustainability priorities is needed to make that network more advantageous.
