Inspired by the researcher's own experiences in teaching English program in Iran, this study means to evaluate this program. The study benefits from SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis to present an overall picture of the program.Using Grounded Theory approach, the data were codified in three phases of open, axial and selective coding. The codified data were the SWOT of the program that were presented in four tables. The interpreted results were presented in some graphs and tables.To improve the program, the stakeholders and users of the program should take advantage of the strengths, compensate for weaknesses, avoid threats and tap on the opportunities<\div>

The process of nativization is due both to transfer from local language as well as to the new cultural environment and communicative needs (Saghal 1991:300). Because of deep social penetration and the extended range of functions of English in diverse sociolinguistic contexts there are several varieties, localized registers and genres for articulating local social, cultural and religious identities (Kachru 1997:69). Also, factors such as the absence of a native group, inadequate teaching and inquisitional limitations (e,g. lack of exposure and facilities, learning under compulsion) contribute to the process (Saghal 1991:300).The process of nativization is due both to transfer from local language as well as to the new cultural environment and communicative needs (Saghal 1991:300). As the enemy is sensitive about the Soft Power of the Islamic Republic of Iran therefore, concentrate its malicious efforts to target this aspect of the country's potentials. In order to be victorious in Soft War the cultural establishments should form the front line positions. Among them, educational institutions are of vital importance.Since learning the target language and cultural values associated with education are inevitably learners learn the target culture. Finally reaching consequences in identifying vulnerable. Finally, the role of teachers in dealing with political intentions behind the hegemonic state is brighter. On the other hand, so far as religion, morality, and politics are concerned, western government, if not western people, are often looked down in Iran. Our explicitly expressed worries about western cultural invasion accounts for such negative attitude. In this respect, We tend to have some defense and inhabitation in learning English along with its culture. We do so, partly, to prevent culture invasion.English in Iran has evolved characteristic features at the phonological, lexical, syntactic and even at discourse level<\div>

۳THE EFFECTS OF PERIPHERAL READING ON LEARNING ENGLISH VOCABULARY

Based on the ideas that peoples’ thought, feelings and actions are influenced by stimuli that are perceived without any awareness of perceiving, and that a greet percent of all our learning is unconscious, this study intended to investigate the effects of peripheral (subliminal) reading on learning English vocabulary in Iranian schools. To investigate the effectiveness of this technique the 60 is subjects were divided into two groups : the experimental and the control group . during three months of study , the experimental group was exposed to clearly designed posters regarding lexical and grammatical points in the text book. The posters were changed every two weeks according to the new vocabulary the learners were dealing with in their text books. Sometimes the teacher called the learners’ attention to posters , sometimes the facing the subjects, just showed them a poster for a second and then put it down. The control group, however didn’t receive such a treatment. The analysis of data after the vocabulary test showed that the observed value of t was significant and that the difference was statistically significant. This is support for the claim that the use of peripheral reading technique in teaching English vocabulary promotes the language vocabulary performance of the subjects. Therefore, it is concluded that the activation of unconscious mind can increase the effectiveness of language teaching.<\div>
