In this paper, a global stability analysis of a rate–based congestion control system modeled by a first order nonlinear delay differential equation is given. The model determines the dynamics of a single source single link network, with fixed communication delay. We obtain a delay–independent condition on system parameters under which global asymptotic stability of the system is guarantied. The proof is based on an extension of Lyapunov–Krasovskii theorem for a class of nonlinear time–delay systems.<\div>

This paper is concerned with automatic routing table generation in IP–based networks. Evolutionary Learning Classifier Systems (LCS) is employed to generate a population of routing tables. The Evolutionary Router (ER) is designed to evolve a near optimal routing table. The results obtained from using ER in a simulated network is presented and discussed.<\div>
