This paper introduces the term “social needs” as a kind of federal, regional and municipal needs and creates a theoretical basis for formation of organizational and economic mechanism of self regulating system of purchase and supply of agricultural products for state needs. Unlike other similar systems, the approach we suggest aims to transform administrative forms of regulation into self–regulation mode that exists between immediate producers of agricultural products and the clients, or distributors of budgetary resources on different levels. The basis of organizational and economic mechanism and its major constituents are state regulation of reproduction process, raw materials and finished agricultural products, matching demand and supply, use of advantages of self–regulation institutes.

This article deals with the relevance of private label creation by trade organizations, defines differences between a private label and original labels and their structure of price formation. The sequence and the scheme of label creation are proposed. On closer investigation of the further mechanism of private label development there was revealed the benefit for the producer of the goods and the trade network in case of their cooperation during the process of private label creation.

The carried–out analysis on the development condition of a problem in psychology and pedagogical science and practice allowed to reveal the existing contradiction between the objective need of primary vocational education system for the competent staff, who are capable to organize teaching, upbringing and work activity of pupils under modern social and economic conditions and the insufficientlevel of their methodical qualification. The professional competence development of experts is a process of quantitative and qualitative condition changing of all its components upon the transition from one level to another, which can be revealed in those who learn under the influence of organizational and pedagogical conditions created by a teacher in the interaction with trainees in the educational process of the methodical association. The research defines the teachers’ questionnaire results on self–assessment of the teacher’s activity efficiency which is shown in the innovative approach to teaching process and the indicators change of teacher’s activity efficiency which is shown in the teachers’ innovative approach to teaching process after the training course organization.
